From the CEO

The tabling of Foundations for a stronger tomorrow in Parliament last month was a significant achievement for IWA and all Western Australians. While we eagerly await the WA Government’s response, the team have been busily progressing our other key work functions.

We have continued supporting development of and assessing major infrastructure proposals, and are working closely with state agencies and GTE’s to provide ongoing assistance and advice. Since the commencement of this work earlier this year, it’s been pleasing to see the value of this function coming to fruition. As part of this process, we are also receiving live feedback from agencies, which will help us improve and finalise the major infrastructure proposal assessment guidelines in 2023. 

With market capacity constraints and skills shortages continuing to impact the infrastructure sector, the WA Government has requested IWA to engage with stakeholders to better understand these issues and recommend reform measures to address them. I’m pleased to share our first workshop was recently completed and I thank all participants for their valuable time and input. 

IWA has also been working closely with state agencies and GTEs, providing feedback and support following a recent review of their Strategic Asset Plans. This work will assist to progressively improve the quality and integration of state government documents that relate to strategic infrastructure development and decision-making.

As we look towards the end of the year, we will continue to support the WA Government to prepare WA’s first 10-year state infrastructure program, which will be released approximately 3 months after the 2023–24 State Budget is handed down. We will also work closely with state agencies and GTEs to develop the monitoring and reporting framework that will support the implementation of the State Infrastructure Strategy.

I-body leaders focus in to address future infrastructure needs

IWA was delighted IWA Chairperson Nicole Lockwood was recently invited to participate in Infrastructure Partnerships Australia’s (IPA) Respected Leaders forum in Sydney. 


As part of the panel discussion’s theme ‘Refocus’, Nicole joined jurisdictional counterparts Jim Miller (Chair, Infrastructure Victoria), Tony Shepherd, AO, (Chair, Infrastructure SA) and Adrian Dwyer (CEO, IPA) to discuss current themes and emerging challenges and trends facing the sector. 


Topics discussed included the challenge of delivering on Australia’s committed major infrastructure projects amidst the market and supply chain challenges currently being faced at the state and national level. Also, how each respective jurisdiction will support the recent federal government announcement to legislate emissions reductions targets.

IWA welcomes new Forrestfield-Airport Link 

It was great for the IWA team to test out the Forrestfield-Airport Link – one of WA’s newest infrastructure projects – which will change the way we get around our city.  


Public Transport Authority Project Director, Dave Thomas, took IWA Board members and senior management on a tour, which started with the team boarding a test train at Perth Station and visiting each of the 3 new stations High Wycombe, Airport Central and Redcliffe along the eastern suburbs line. 


The $1.86 billion project is a new rail service that forms part of the $6 billion METRONET program. It includes 8.5 km of new rail through twin-bored tunnels under the Swan River and Perth Airport. 


It is anticipated an average of 20,000 passenger trips will be made each day on the new rail line in its first year of service, increasing to 29,000 by 2032.
 
 

The new Airport Line is due to open to the public on 9 October.

Finalisation of the State Infrastructure Strategy, establishment of our major infrastructure proposal assessment function and IWA's significant engagement program carried out across the state are all highlights in our 2021-22 annual report.
